Key outcomes range from establishing prestigious educational campuses and creation of dedicated youth departments to strict regulations on private coaching institutes and expanding administrative presence across the state.

1. Youth & Sports Sector Reorganization
- New Department Created: The Cabinet approved the setup of the Youth Empowerment and Welfare Department, specifically dedicated to employment facilitation, career counseling, entrepreneurship, and leadership growth.
- Sports Department: The former Sports and Youth Welfare Department has been re-designated strictly as the Sports Department to maintain an exclusive focus on athletic infrastructure and development.
2. Major Land Allotments for Premier Educational Hubs
- Azim Premji University: Approved 200 bighas of land allotment at Barduar Mouza, Palashbari Revenue Circle.
- IIM-Guwahati: Approved 574 bighas of land allotment at Village Marabhitha (Barduar Mouza, Palashbari Circle) to pave the way for a premier management institute in the region.
3. Strict Oversight for Private Coaching Institutes
To safeguard student mental health and physical safety, the Assam Private Coaching Institutes (Control and Student Mental Health Safeguard) Rules, 2026 were enacted:
- Mandatory Registration: Applies to all coaching centers catering to 50+ students, under the District Commissioner as the Competent Authority.
- Compliance Checks: Mandatory annual renewals, structural safety certifications aligned with NBC/AICTE/UGC standards, and proof of hiring qualified mental health counselors.
4. Child Welfare & Social Security Laws
- Assam State Child Protection Policy, 2026: Formulated to enforce uniform safety, dignity, and care standards across all public and private child-care facilities in compliance with the JJ Act 2015 and POCSO Rules 2020.
- Assam JJ Rules, 2026: Approved draft rules for comprehensive execution of the Juvenile Justice Act.
- Assam Social Security Rules, 2026: Framed under the central Code on Social Security, 2020.
5. Labor Governance & Economic Sector Policies
- Assam Industrial Relation Rules, 2026: Modernized labor governance by replacing three outdated colonial/post-independence regulations under the Central Industrial Relations Code, 2020.
- Hydrocarbon Ecosystem Policy, 2026: Approved a 5-year policy framework to bolster exploration, production, and upstream growth in Assam’s energy sector.
- Digital Dairy Cooperatives: Approved complete digitization and quickened online registration for Dairy Co-operative Societies to boost Ease of Doing Business.
6. Decentralization & Administrative Restructuring
- Barak Valley Secretariat: Renamed the Mini Secretariat as the Assam Secretariat, Barak Valley (Silchar), which will house 32 out of 59 core state departments for regional empowerment.
- Operationalization of 8 Co-Districts: Approved establishing headquarters in central locations chosen by District Commissioners and Guardian Ministers.
- Directorate of Economics & Statistics Shift: Moved from the Transformation & Development Department directly under the Finance Department to sharpen fiscal planning and data-driven governance.
- Social Welfare Restructuring: Amended 1994 Service Orders for cadre restructuring, promotion criteria, and streamlined career progression.
