Parliament Monsoon Session: Income Tax, MSME reform bills on agenda; here’s the list of key legislations
With the Monsoon Session of Parliament set to begin on Monday (July 20), political activity has gathered pace in New Delhi. Both the ruling NDA and the Opposition are holding a series of meetings to finalise their strategies for the upcoming session. While the Opposition is preparing to corner the government over issues such as unemployment, inflation and the NEET paper leak, the Centre is focusing on ensuring the smooth passage of key legislations. Amid the preparations, a list of Bills that the government is likely to introduce during the session has surfaced.
Five new Bills likely to be introduced
According to ANI, the government is considering introducing the following five new Bills in the Lok Sabha during the Monsoon Session:
- Income Tax (Amendment) Bill, 2026, to replace an ordinance.
- Supreme Court (Number of Judges) Amendment Bill, 2026, to replace an ordinance.
- Registration of Births and Deaths (Amendment) Bill, 2026.
- Prevention of Insults to National Honour (Amendment) Bill, 2026.
- Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026.
These Bills are expected to form the core of the government’s legislative agenda during the session.
Two pending Bills also on the government’s agenda
In addition to the fresh legislations, the Centre may also take up two Bills that are already pending before Parliament:
- Foreign Contribution (Regulation) Amendment Bill, 2026, which was introduced in the Lok Sabha on March 25, 2026.
- Viksit Bharat Shiksha Adhishthan Bill, 2025, which was introduced on December 15, 2025, and later referred to a Joint Parliamentary Committee for further examination.
Delimitation and One Nation One Election remain major talking points
Although the government’s official legislative list does not include the Delimitation Bill or the One Nation One Election Bill, both proposals have become the biggest subjects of political discussion ahead of the session.
Opposition parties believe the Centre is moving rapidly towards introducing these legislations. The Congress has already made it clear that it will oppose the proposed delimitation exercise if the Bill is brought before Parliament.
Govt and Opposition hold strategy meetings
As part of the government’s preparations, Defence Minister Rajnath Singh will chair an important meeting of the Group of Ministers (GoM) at his residence at 11 am on Friday. The meeting is expected to focus on coordination and legislative strategy for the Monsoon Session.
On the other hand, the Congress and other Opposition parties have also stepped up their preparations. Several internal meetings are already underway, and a joint meeting of Opposition parties has been convened on July 19, a day before Parliament reconvenes.
What to expect from the Monsoon Session
The upcoming session is expected to witness sharp exchanges between the Treasury and Opposition benches. While the government will seek to push through its legislative agenda, the Opposition is likely to raise issues related to inflation, unemployment, examination irregularities and other matters of public concern, setting the stage for a politically charged Parliament.
