In a historic move poised to reshape the geopolitical landscape of the Indo-Pacific, India and Indonesia have signed a Memorandum of Understanding (MoU) focused on the procurement of India’s BrahMos and Astra missile systems. The groundbreaking agreement was finalized during Prime Minister Narendra Modi’s official bilateral visit to Indonesia from July 6 to 8, underscoring New Delhi’s rising stature as a trusted security partner and a leading voice of the Global South.

Invited personally by Indonesian President Prabowo Subianto, PM Modi’s visit marks the first bilateral summit since the two nations upgraded their ties to a Comprehensive Strategic Partnership in 2018. The visit has yielded a series of high-impact strategic outcomes spanning defense exports, maritime infrastructure, critical minerals, and democratic collaboration.

Key Highlights of the Strategic Partnership

1. Expanding the Missile Arsenal: BrahMos and Astra

Building on the proven success of India’s combat capabilities during Operation Sindoor, Indonesia has aggressively expanded its defense reliance on Indian technology:

  • BrahMos Supersonic Cruise Missiles: Already a customer, Jakarta plans to expand its inventory by procuring one additional BrahMos battery initially, with provisions to scale up to three batteries.
  • Astra BVRAAM Missiles: In a major boost to India’s domestic manufacturing, Indonesia will import the indigenous Astra Beyond Visual Range Air-to-Air Missile. Developed by the Defence Research and Development Organisation (DRDO), the Astra will seamlessly integrate into Indonesia’s existing fleet of Su-30 fighter aircraft.

2. Geopolitical Masterstroke: Joint Development of Sabang Port

In what is being viewed as one of the most critical maritime alignments in recent history, the two democracies have agreed to jointly develop Indonesia’s Sabang Port.

  • Strategic Location: Located just 100 miles from India’s Great Nicobar project, Sabang Port sits at the mouth of the Strait of Malacca—the world’s busiest maritime chokepoint, which handles 22% of global trade and 29% of seaborne oil.
  • Impact: The joint venture will drastically enhance India’s maritime presence, logistical reach, and security footprint in the Indo-Pacific.

3. Securing Supply Chains: Critical Mineral Investments

To fuel its green energy and defense ambitions, New Delhi is set to invest heavily in Indonesia’s robust critical mineral sector. India will fund manufacturing facilities for:

  • Steel and Nickel
  • Rare-earth permanent magnets

This collaboration is designed to secure vulnerable supply chains for electric vehicles (EVs), clean energy, electronics, and defense manufacturing, reducing India’s dependence on traditional global suppliers.

4. Democratic Synergy: Indonesia-Specific EVMs

Demonstrating shared democratic values, India will assist Indonesia in developing customized Electronic Voting Machines (EVMs) tailored to Jakarta’s electoral requirements, reinforcing India’s role as a tech-forward leader among developing nations.

The Broader Picture: India’s Push for Defense Self-Reliance

“The defense deals bolster India’s ambition to transition from the world’s leading arms importer into a formidable global defense exporter under the Atmanirbhar Bharat (Self-Reliant India) initiative.”

While India historically remains the world’s second-largest arms importer—briefly surpassed only by Ukraine during 2020–2024 due to the Russia-Ukraine war—this defense export package to Indonesia signals a monumental shift. By supplying cutting-edge hardware like the BrahMos and Astra to a vital Indo-Pacific neighbor, New Delhi is successfully translating its domestic manufacturing policies into tangible diplomatic and strategic leverage.
