PF Wage Ceiling Hiked to ₹25,000 From ₹15,000, Over 50 Lakh Employees Set to Benefit

The Centre has raised the wage ceiling for mandatory Employees’ Provident Fund (EPF) coverage from ₹15,000 to ₹25,000 per month, a move expected to bring millions of additional employees under the Employees’ Provident Fund Organisation (EPFO).

Union Minister Ashwini Vaishnaw said employees earning between ₹15,000 and ₹25,000 per month will now come under the revised PF regulations. The government estimates that the measure will involve an annual expenditure of around ₹11,339 crore.

Union Labour and Employment Minister Mansukh Mandaviya said the decision could benefit 50 lakh to 1 crore additional employees by extending social security coverage to workers who were previously outside the mandatory EPFO framework.

What changes for employees?

Under the earlier ₹15,000 ceiling, a newly joining employee earning more than ₹15,000 could remain outside mandatory EPF coverage, subject to the applicable rules.

With the ceiling now raised to ₹25,000, employees earning up to that amount will fall within the mandatory coverage bracket under the revised framework.

For example, an employee earning ₹16,000 per month who previously fell outside mandatory EPF coverage could now be brought under the EPF system.

Why was the ceiling increased?

The government said the wage ceiling had remained unchanged for years before being raised to ₹15,000 in 2014. The latest increase is intended to reflect rising wages, higher incomes and the expansion of formal employment.

The Centre said the move will also extend social-security benefits, including those linked to the Employees’ Pension Scheme (EPS), to a larger section of salaried workers.

The EPFO currently has around 7.98 crore members and 7.68 lakh establishments, according to the government.

Impact on employers

The higher ceiling will also increase compliance requirements for employers. According to labour-law expert Debjani Aich of CMS INDUSLAW, employers will need to make corresponding changes to their **EPF, EPS and EDLI contributions, as well as HR, payroll and PF filing systems.

The key change is that the ₹25,000 monthly wage ceiling will significantly expand the pool of employees covered under mandatory EPF provisions.
