Assam Chamber of Commerce Welcomes Union Budget 2026-2027: A Boost for Assam’s Growth and Prosperity
The Assam Chamber of Commerce (ACC) extends its heartfelt gratitude to the BJP-led NDA Government for the visionary Union Budget 2026-2027, which demonstrates a strong commitment to the development of Assam and the North-East region. The budget’s targeted allocations and initiatives are poised to accelerate economic growth, enhance infrastructure, and create new opportunities for businesses, farmers, and workers in the state.
Rupam Goswami, State Chairman of the Assam Chamber of Commerce, expressed his appreciation, stating, “We are deeply thankful to Prime Minister Narendra Modi and the NDA Government for this forward-looking budget that prioritizes the North-East’s unique needs. The substantial investments in infrastructure, agriculture, industry, and social welfare will not only drive employment and innovation but also position Assam as a key economic hub in Eastern India. This budget reflects a true understanding of our region’s potential and challenges, and we look forward to collaborating with the government to realize its full benefits.”
Key highlights from the budget that the ACC particularly appreciates include:
Fiscal Allocations and Regional Development: The ₹2,306 crore allocation to the Prime Minister’s Development Initiative for North East Region (PM-DevINE) will foster infrastructure creation, industrial support, and livelihood activities, especially for youth and women. Additionally, the ₹1.4 lakh crore in Finance Commission Grants for states, including disaster management, will provide critical support to Assam’s local bodies and vulnerable areas.
Infrastructure Enhancements: The Mission Purvodaya initiative aims to transform the Eastern region into an industrial powerhouse. Specific allocations such as ₹11,500 crore for flood management in Assam and Sikkim, ₹10,376 crore for railway projects in the North-East, and the identification of the Varanasi-Siliguri corridor as a high-speed rail connector will improve connectivity and trade. The integrated East Coast Industrial Corridor with a node at Durgapur, along with 4,000 e-buses for Purvodaya states, will modernize transport and facilitate business expansion.
Industrial and Technological Advancements: The launch of India Semiconductor Mission (ISM) 2.0 will directly benefit Assam’s semiconductor industry in Jagiroad, strengthening supply chains and promoting skill development. This aligns with the ACC’s efforts to attract high-tech investments to the state.
Agriculture and Rural Economy: Support for high-value crops like Agarwood cultivation, rejuvenation of orchards in hilly regions, and the Integrated Programme for the Textile Sector will boost Assam’s silk industry through schemes for natural fibers, technology upgradation, and sustainable textiles. The Bharat-VISTAAR AI tool for multilingual farmer advisories and focus on increasing farmer incomes through productivity enhancements will empower small and marginal farmers.
Health, Social Welfare, and Education: Upgradation of the National Mental Health Institute in Tezpur to a Regional Apex Institution, ₹1,000 crore for tea workers’ welfare with emphasis on education and health, and a 50% expansion of trauma care in district hospitals will enhance social infrastructure. The establishment of a new National Institute of Design (NID) in the Eastern region and girls’ hostels in every district for STEM students will nurture talent and innovation.
Tax and Welfare Benefits: Tax exemptions on compensation for compulsory land acquisition under the RFCTLARR Act and disability pensions for Armed Forces and Paramilitary personnel are particularly relevant for Assam, given the ongoing infrastructure projects and the region’s strong contribution to national security forces.
Goswami added, “These measures will create a ripple effect across Assam’s economy, from agriculture and textiles to semiconductors and tourism. The Scheme for Development of Buddhist Circuits in the North-East will further promote cultural heritage and boost tourism, while Biopharma SHAKTI’s ₹10,000 crore outlay over five years, including upgrades to NIPER Guwahati, will strengthen our biopharma sector.”
