The Assam Cabinet, chaired by Chief Minister Dr. Himanta Biswa Sarma at Lok Sewa Bhawan today, took several key decisions aimed at strengthening the state’s judicial infrastructure, promoting innovation, and introducing major legislative reforms.
Judicial Township at Rangmahal
The Cabinet accorded administrative approval for the first phase of the State-of-the-Art Judicial Township at Rangmahal, North Guwahati, at a cost of ₹478.78 crore.
The High Court Complex Development (Phase-I) will serve as the apex judicial hub of the region, with interconnected buildings that include:
- High Court Building (G+4)
- High Court Bar Building (G+6)
- High Court Office Building (G+6)
Assam Startup and Innovation Policy 2025–30
In a major push to entrepreneurship, the Cabinet approved the “Assam Startup and Innovation Policy 2025–30”, aimed at transforming Assam into one of India’s top startup hubs over the next five years. The policy has a total financial outlay of ₹397 crore.
Key funding provisions include:
- Ideation Grant: Up to ₹10 lakh for proof-of-concept development.
- Prototype Development Grant: Up to ₹20 lakh for general/tech startups and ₹40 lakh for deep-tech ventures.
- Seed Fund: Up to ₹50 lakh per startup under the Assam Startup Seed Fund (equity-based, with a maximum 4% equity stake).
- Startup Venture Capital Fund: Up to ₹10 crore per startup for scale-up and growth capital.
Prohibition of Polygamy Bill, 2025
The Cabinet also approved the Assam Prohibition of Polygamy Bill, 2025, which seeks to prohibit and eliminate polygamous marriages in the state, excluding Sixth Schedule Areas.
The Bill aims to protect women from the “immense pain and hardship” caused by such marriages and provides for compensation to affected women. It intends to ensure social order and uphold the sanctity of monogamous relationships.
Career Advancement Scheme (CAS)
Approval was also given for determining the date of effect of promotion under the Career Advancement Scheme for Assistant Professors and Librarians of Autonomous, PDUAM, Model Degree, Provincialised, and Government Colleges across Assam.
New University in Sivasagar District
The Cabinet further approved the establishment of “SU-KA-PHA University, Assam”, a teaching, residential, and affiliating university to be set up in undivided Sivasagar, preferably in Charaideo district, to promote higher education and research in the state.
With these decisions, the Assam Government continues its push toward modernization, education, and social reform, aligning with the Chief Minister’s vision of a progressive and inclusive Assam.
