Centre Issues Strict Guidelines for Media Outlets on Anti-National Content, AI Usage

12

The Union Ministry of Information and Broadcasting has issued strict guidelines for private satellite television channels, directing them to exercise greater caution while broadcasting sensitive news, controversial programmes and content that could promote communal hatred or public unrest. The guidelines also emphasise the responsible use of Artificial Intelligence (AI) in news coverage.

According to the guidelines issued on Wednesday, television channels must strengthen editorial oversight to prevent the broadcast of content that may promote communal disharmony, anti-national sentiments or social tension.

The ministry has also directed channels to exercise caution while covering anti-terror operations conducted by security forces. Broadcasters have been advised to refrain from airing such operations whenever necessary to ensure that the safety, security and effectiveness of the operations are not compromised.

Television channels have also been asked to exercise greater discretion while broadcasting violent visuals or content that could cause psychological distress to viewers.

The guidelines further address panel discussions and debate programmes, directing anchors and channel managements to prevent the broadcast of statements that could incite communal hatred, promote anti-national sentiments or trigger public unrest.

If a panellist makes objectionable, insulting or provocative remarks during a discussion, the channel may take appropriate action, including muting the speaker’s microphone, stopping the broadcast of the remarks or discontinuing the entire programme.

On the use of Artificial Intelligence in news coverage, the ministry has clarified that AI may be used as an assistive technology. However, its application must not compromise the accuracy, authenticity or sensitivity of news content.

Violations of the guidelines may invite legal action against the concerned television channel under the Cable Television Networks (Regulation) Act, 1995.

The Centre has also recommended regular training for personnel involved in news gathering, editing, production and broadcasting, along with stronger editorial review mechanisms to ensure responsible and accurate news coverage.
