Cabinet congratulates PM Modi on 25 years of unbroken leadership

The Union Cabinet on Tuesday passed a resolution congratulating Prime Minister Narendra Modi on completing 25 years of continuous leadership as head of government, highlighting his record in development, welfare, economic reform, national security and diplomacy.

The resolution traced the links between PM Modi’s leadership in Gujarat and his tenure as Prime Minister, describing “Nation First” and “Citizen First” as guiding principles. It said three electoral mandates in Gujarat and support in three successive Lok Sabha elections reflected the public’s enduring trust in his leadership.

Among the initiatives carried from Gujarat to the national level, the Cabinet highlighted SWAGAT, through which PM Modi personally heard citizens’ grievances. The programme received the United Nations Public Service Award in 2010 and later inspired PRAGATI, a platform bringing governments together to review stalled projects, resolve obstacles and accelerate completion.

The resolution also cited Gujarat’s Jyotigram initiative, which introduced separate agricultural electricity feeders, as an approach subsequently extended nationally.

On welfare, the Cabinet linked PM Modi’s understanding of poverty to his mother’s everyday hardships and the deprivation he encountered during his travels. It highlighted programmes providing housing, water, banking and healthcare, citing nearly 60 crore Jan Dhan accounts, more than four crore homes and 25 crore people moving out of poverty.

The resolution said approximately 3.5 crore women had become Lakhpati Didis and highlighted the Nari Shakti Vandan Adhiniyam’s provision for women’s reservation. It also referred to startups, skill development and education reforms as measures expanding opportunities for young people.

PM-KISAN transfers had exceeded ₹4 lakh crore, while PM-JANMAN provided focused support to particularly vulnerable tribal communities, the Cabinet noted.

The resolution praised PM Modi’s commitment to reforms despite political risks, citing GST, changes in welfare delivery and the replacement of colonial laws. It said his appeals on cleanliness, digital payments and local products had encouraged citizens to participate in these changes.

Highlighting infrastructure and domestic manufacturing, the Cabinet said public capital expenditure had risen from ₹2 lakh crore to more than ₹12 lakh crore, alongside highway expansion and railway electrification. Electronics production had increased from around ₹2 lakh crore to more than ₹13 lakh crore, while defence production and semiconductor manufacturing supported the pursuit of self-reliance.

Technology featured prominently in the resolution. It cited the use of Jan Dhan accounts, Aadhaar and mobile connectivity to improve welfare delivery, as well as UPI’s role in transforming payments.

The development of indigenous COVID-19 vaccines and Chandrayaan-3’s landing near the Moon’s south pole demonstrated India’s scientific capabilities, the resolution said. It also highlighted private participation in the space sector and work in artificial intelligence, quantum technology and biotechnology.

The Cabinet praised PM Modi’s leadership during periods of global disruption. During the pandemic, it said, he mobilised the country, supported domestic vaccine development and enabled rapid vaccination. It also credited timely decisions and energy security measures during the West Asia crisis with helping India withstand disruption.

On national security, the resolution cited the 2016 surgical strikes, the 2019 Balakot air strikes and Operation Sindoor in 2025 as examples of the security red lines established under his leadership.

It also highlighted the removal of Article 370, implementation of One Rank One Pension, creation of the Chief of Defence Staff’s post, action against Maoist terrorism and peace efforts in the Northeast.

The Cabinet linked India’s growing international standing to PM Modi’s diplomatic engagement, citing consensus-building at the G20 and BRICS, advocacy for the Global South and the African Union’s inclusion in the G20.

Vaccine Maitri demonstrated India’s ability to use its capabilities to assist other countries, it said, while honours from 36 countries reflected international regard for PM Modi and India’s growing influence.

The resolution also brought together development, cultural heritage and environmental responsibility. It traced climate initiatives from Gujarat’s dedicated department to renewable energy expansion and international partnerships, while highlighting yoga, millets, Kashi Vishwanath Dham and the consecration of Ram Lalla.

The Cabinet concluded by renewing its commitment to collective efforts towards a prosperous, self-reliant and developed India by 2047.
