Assam Launches Online Transfer Portal for Forest Department Personnel

95

The Assam government has launched an online transfer portal for the Department of Environment, Forests and Climate Change to ensure greater transparency, fairness and efficiency in the transfer and posting of personnel.

Chief Minister Himanta Biswa Sarma ceremonially launched the portal, developed by the National Informatics Centre (NIC), as part of the state government’s efforts to strengthen digital governance and administrative reforms.

The first phase of the transfer exercise covers six categories of personnel: Deputy Rangers, Foresters Grade-I and Grade-II, Forest Guards, Fixed-Pay Workers and Game Watchers.

Under the new exercise, personnel who have completed three years at their present place of posting have been transferred. Wherever feasible, efforts have been made to change their existing work verticals—Wildlife, Territorial and Social Forestry—to provide wider professional exposure.

The department has also considered transfer preferences of personnel aged 58 years and above who have opted for a transfer, as well as those who have served for five years or more in the Wildlife Wing. Efforts have been made to post Fixed-Pay Workers and Forest Guards near their existing locations, subject to administrative and field requirements.

Exemptions have been considered for personnel who have not completed three years at their current posting, officials aged 58 and above who have not sought transfer, employees facing specified serious medical or pregnancy-related circumstances, specialised Wildlife Wing personnel essential for wildlife management, and officials under suspension.

As part of its posting policy, personnel aged 52 years and above will not be posted in the Wildlife Wing to ensure adequate field manpower for wildlife protection and monitoring.

The transfer exercise also aims to improve manpower distribution across the Wildlife, Territorial and Social Forestry wings, with additional personnel deployed to strengthen field operations and forest management.

All Divisional Forest Officers (DFOs) have been directed to download the transfer orders through their official logins and circulate them to the concerned personnel for timely implementation.

The government said the initiative seeks to balance administrative requirements and employee welfare while strengthening forest administration and wildlife protection across Assam.
